New power system will strengthen the construction of four major systems

On June 2, the "Blue Book on the Development of New Power Systems" (hereinafter referred to as the "Blue Book") compiled by 11 research institutions organized by the National Energy Administration was released. The Blue Book points out that the new power system has four important characteristics: safe and efficient, clean and low-carbon, flexible and flexible, and intelligent integration.

In terms of overall structure and key tasks, the Blue Book makes it clear that it is necessary to strengthen the construction of four major systems, namely, the power supply support system, the new energy development and utilization system, the large-scale layout and application system of energy storage, and the intelligent operation system of the power system, and strengthen the basic supporting role of standards and norms, core technology and major equipment, relevant policies and institutional mechanism innovation to adapt to the new power system.

"Building a new power system is a complex and arduous system engineering, which requires overall planning of path layout, scientific deployment and orderly promotion." Yu Bing, deputy director of the National Energy Administration, said.

Huang Xuenong, director of supervision of the State Energy Administration, said that in recent years, the development of China's power system has effectively guaranteed economic and social development. By the end of 2022, the total installed capacity of all kinds of power supplies in China will be 2.56 billion kilowatts, and the scale of power transmission from west to east will be about 0.3 billion kilowatts. The electricity consumption of the whole society will be 8.6 trillion kWh in 2022. At the same time, the green and low-carbon transformation of power is accelerating. In 2022, my country's wind power and photovoltaic power generation 1.2 trillion kWh, accounting for 14% of the total power generation, an increase of 13 and 10 percentage points respectively over 2010 and 2015.

However, in the context of achieving the goal of carbon peak and carbon neutrality, the power system still faces many challenges. Du Zhongming, president of the General Institute of Electric Power Planning and Design, analyzed that on the power supply side, the large-scale development of new energy puts forward higher demand for system regulation capability. The installed power supply with better regulation performance such as pumping storage and peak shaving gas power in China accounts for about 6%, which is still lower than that in developed countries. On the power grid side, the development and transmission of large-scale new energy bases put forward higher requirements for transmission technology, and the "double high" characteristics of high proportion of renewable energy, it puts forward an urgent demand for the upgrading of power grid dispatching operation technology.

The "Blue Book" proposes to formulate a "three-step" development path for the new power system, namely, the accelerated transition period (current to 2030), the overall formation period (2030 to 2045), and the consolidation and improvement period (2045 to 2060)., Step by step to promote the construction of a new power system. In the accelerated transition period, we will promote the development of low-carbon energy use in various industries, and the proportion of non-fossil energy consumption will reach 25%. New energy development to achieve centralized and distributed, guide the industry from the east to the central and western transfer.

The Blue Book proposes that the new energy storage development layout needs to fully combine system requirements and technical economy, actively expand the application scenario, and develop the layout of large-scale and scientific development on all sides of the source network load. Give full play to the advantages of electricity storage, heat storage, gas storage, cold storage, hydrogen storage, etc., and realize the organic combination and optimal operation of various types of energy storage in the power system.
