Liu Hanyuan said that there may be different views on the causes of air pollution, but the coal-based energy consumption structure is undoubtedly the main reason. Whether it is loose coal combustion or relatively clean coal-fired power generation, it will emit large amounts of sulfur dioxide, nitrogen oxides and soot, which are the main components of air pollution. At present, coal accounts for more than 60% of my country's primary energy consumption, and nearly half of the world's coal is burned in my country, becoming one of the main sources of exhaust gas and dust. In addition, the number of motor vehicles in China has reached 0.285 billion in 2016, and exhaust emissions have further aggravated the deterioration of air quality. Therefore, whether it is to shut down factories or restrict vehicles, it can only be a temporary solution. To really solve the problem of air pollution, the fundamental way is to change the current energy consumption mode in China and accelerate the development of new energy industry represented by photovoltaic.
At present, my country's photovoltaic industry has rapidly developed from the two ends more than ten years ago to one of the most internationally competitive strategic emerging industries. From more than 90% of products exported to the European Union, to more than 1/3 of domestic installation and application, the continuous advancement of technology, the continuous expansion of scale, and the continuous enhancement of competitiveness have continuously reduced the unit installed cost of photovoltaic power generation. The current construction cost per kilowatt has dropped to 5000 to 7000 yuan, and it is expected to drop to 3000 to 5000 yuan within three to five years, thus promoting my country to become the world's largest country in photovoltaic power generation for two consecutive years.
Liu Hanyuan said that it is urgent to actively support and vigorously support the renewable energy industry represented by photovoltaic. We should step up efforts to promote the realization of automobile electrification, energy consumption electrification, and clean power production. In this process, it will also generate demand for energy storage applications and smart grids.
According to a rough calculation, if China realizes the renewable and clean supply of energy consumption growth within three to five years, and realizes the substitution of part to most of fossil energy within 20 to 30 years, it will form a scale of nearly 100 trillion new industries. On the one hand, it will promote the moderate and rapid development of China's economy, on the other hand, it will effectively solve the unsustainable problems of China's resources and environmental development, and thoroughly realize the transformation of China's economic development mode.
Liu Hanyuan said that at present, China's photovoltaic industry is fully taxed from raw materials such as polysilicon in the upstream to the production of a series of components and main accessories such as silicon wafers, cells, modules and inverters in the middle reaches, and then to photovoltaic power generation in the downstream. High taxes and fees have seriously inhibited the healthy development of the entire photovoltaic industry. It is recommended to clean up and reform the unreasonable tax system and reduce all taxes and fees in the photovoltaic industry.
