At the same time, some problems in development have gradually emerged. "The risk of coal power overcapacity has become increasingly prominent, the development of renewable energy is facing multiple bottlenecks, and the overall efficiency of the power system needs to be improved. It is difficult to adapt to the requirements of the coordinated and sustainable development of renewable energy and coal power, gas power, and nuclear power." Chen told reporters.
To this end, Chen made the following recommendations.
Recommendation 1: Coal power should be renewable energy consumption "give way". China's economic development has entered a new normal, and the growth rate of power demand has slowed down significantly, resulting in an imbalance between power supply and demand, showing an overall easing trend. The sustained and rapid development of renewable energy sources such as wind power and solar energy will inevitably occupy the space of the traditional coal-fired power market. Coal-fired power should take the initiative to "make way" for the development of renewable energy and give priority to supporting new energy access to the Internet in policy.
Recommendation 2: Coal power should provide a "bottom line" for the development of renewable energy ". Compared with pumped storage, gas power and energy storage, coal power flexibility transformation is the most economical and reliable peak shaving power supply under the current technical conditions in China. It should be used as the main "supporting" unit for the development of renewable energy, gradually changing from power supply to capacity power supply, providing auxiliary services such as peak shaving for the stable operation of the system, so as to ensure the full consumption of renewable energy.
Recommendation 3: The number of hours of coal power utilization under the new normal should be re-recognized. Considering the adjustment and change of coal-fired power function positioning, we should re-examine the new connotation of coal-fired power utilization hours under the new situation, establish a re-understanding of coal-fired power utilization hours including power generation, various auxiliary services, capacity supply, heat-based power, etc., and give full play to the capacity benefits of coal-fired power.
Recommendation 4: grasp the pace of policy implementation to promote the healthy development of coal power. It is suggested that the pace and intensity of power system reform and the implementation of coal and coal power to eliminate excess capacity should be considered as a whole, so as to avoid losses in the whole coal power industry and unsustainable development of coal power. Shorten the linkage cycle and reasonably ease the sharp rise in fuel costs of coal power enterprises; Encourage coal power units to participate in peak shaving, backup and other auxiliary services, improve the system's ability to eliminate new energy, so that coal power can really play the main supporting role in China's energy transformation and power.
